Almost 1500 PCNs issued in six months in North Lincolnshire

On average, 245 FPNs were issued per month, with the highest number issued in July.

1,472 Fixed Penalty Notices (FPNs) were issued over six months by Waste Investigations Support and Enforcement (WISE) officers in North East Lincolnshire from April to September 2024.

The WISE enforcement team issues FPNs for a variety of reasons, including the infringement of parking restrictions, littering, and breaching a Public Space Protection Order (PSPO). A PSPO is intended to ensure that people can use and enjoy public spaces while being safe from anti-social behaviour.

An order specifies an area where activities detrimental to the quality of life are taking place and can impose conditions and restrictions on people using the specified area. Failing to comply with an order is a criminal offence, which can result in an FPN of £150 for littering and £100 for other offences, or prosecution. If prosecuted, an individual could receive an FPN of up to £1,000.

In North East Lincolnshire, there are several PSPOs in place. These orders cover a range of activities, including cycling in prohibited areas and fishing without a permit. WISE officers issue these, in addition to enforcing certain parking restrictions and issuing Penalty Charge Notices (PCNs).

On average, 245 FPNs were issued per month, with the highest number issued in July (294). The monthly breakdown is as follows:

April – FPNs: 135, PCNs: 18, Total: 154
May – FPNs: 214, PCNs: 15, Total: 229

“These statistics are proof that what we’re doing is working. There is clearly a need for these officers, and they are working hard to make the borough a safe and comfortable place.

“Those found to be breaching parking conventions or PSPOs will be dealt with accordingly. As these numbers prove, there are consequences to your actions, and I implore people to follow the rules to make North East Lincolnshire a better place for everyone.”

  • Changed “In addition WISE officer” to “In addition to this, WISE officers”.
  • Corrected “and can impose conditions and restrictions on people using the specified area” to clarify meaning.
  • Adjusted “an order is a criminal offence” to “failing to comply with an order is a criminal offence” for clarity.
  • Changed “an FPN of up to £1,000” to “a fine of up to £1,000” to reflect legal accuracy.
  • Added commas and reformatted lists for readability (e.g., offence breakdowns).
  • Made minor adjustments to phrasing for grammatical consistency and smoother readability.
